During the plan build cycle, there are multiple phases to how the system creates candidate plans. One phase limits changes within your Plan Horizon only to the adjustment of existing workouts. I.e. If your Plan Horizon is 7, then the running / rest days within the initial 7 day period are kept, and only workout duration and type are change. This helps to maintain consistency of your immediate plan.
